Boucherville (Quebec), August 25, 2025 – The Minister of Economy, Innovation and Energy, Ms. Christine Fréchette, in the presence of the Minister of Health, Mr. Christian Dubé, Delpharm Site Director, Mathieu Grondin, as well as several other dignitaries and representatives, including JCB Construction Canada President and CEO Alexandre-Stéphane Boucher, announced a $60-million government contribution to support the expansion and modernization of the Delpharm plant in Boucherville.

Delpharm, a global leader in pharmaceutical outsourcing, has entrusted JCB Construction Canada with the expansion of its Boucherville plant, the largest injectable drug manufacturing facility in the country. This plant plays a critical role in supplying essential medications for surgeries and intensive care, currently producing 20 of the 100 drugs considered a priority by the Canadian healthcare system.

JCB Construction Canada is proud to have been selected as the contractor responsible for this major project, which will add 15,000 sq. ft. to the existing 100,000 sq. ft. facility. This work is part of a large-scale modernization plan valued at $220 million, which also includes a federal contribution of approximately $60 million.

“I am proud to announce this $60-million investment in a company that contributes to the prosperity of Quebec’s life sciences sector. By partnering with Delpharm and investing in its success, our government is strengthening supply chains and supporting ongoing demand in the hospital market. This partnership will have positive effects on our healthcare system and on Quebec’s strategic position in the pharmaceutical sector,” said Christine Fréchette, Minister of Economy, Innovation and Energy and Minister responsible for Regional Economic Development.

Mathieu Grondin, Site Director, emphasized the importance of this decisive intervention: “This transformation will make our site a world-class facility while significantly increasing our production capacity and competitiveness.”

For Alexandre-Stéphane Boucher, President and CEO of JCB Construction Canada, this project fully aligns with the company’s mission: building infrastructure that has a real and lasting impact on the community. “We are honored to contribute to a project that will have an impact not only locally through job creation, but also by preparing Quebec and Canada to meet future healthcare challenges. This is a tremendous source of pride for our team,” he concluded.
